About the role
The Teacher Development Manager will report to the BEST Component Lead for Teaching and Learning. They will work closely with key stakeholders such as the National Educators Academy of the Philippines (NEAP), the Commission on Higher Education (CHED) and the Teacher Education Council (TEC), the Office of the Secretary of the Department of Education (DepEd) and relevant Bureaus within DepEd. They will also work together with the BEST Curriculum and Assessment Manager to support broader collaborative engagement with BEST implementation partners, e.g., research centers, etc. The role would provide management and technical direction of all Teacher Development sub-component areas (pre-service, in-service, LAC and ELM) including operational planning and supervising personnel.

The Basic Education Sector Transformation (BEST) Program is a partnership between the Governments of the Philippines and Australia and aims to contribute to improving the quality of teachers, curriculum and assessment, learning materials and education facilities and to build the capacity of the Department of Education to continuously enrich quality, effectiveness and efficiency of service delivery.
This is a consultant position and the fee will be offered to the preferred candidate in line with the Program Remuneration Framework.

Minimum 10 years’ experience and at least a Master’s degree in Education;
Experience working on basic education reforms with expertise in one or more of the following areas: pre-service and in-service teacher-development and education leadership and management;
Demonstrated ability to manage multi-disciplinary education teams who are working to improve teacher quality and / or educational leadership in the Philippines;
Knowledge and skills in cross cutting issues such as gender, disability and development strategy implementation and/or monitoring;
High-level interpersonal skills and facilitation skills, including the ability to effectively work with and support a wide range of stakeholders and implementing partners;
Evidence of sound program planning and budgeting in the education sector, preferably in a donor supported environment;
Strong analytical skills and excellent communication skills, including the ability to produce high quality plans and reports;
Proven capacity to work as a member of a team and a capacity to provide technical advice and monitoring to a senior management team, who are responsible for shaping program strategy and delivery; and
Excellent knowledge of relevant policy issues in the basic education sector in the Philippines or similar context, including an understanding of the main challenges.
