Key Role and Main Objectives

The HR & Administration (HRA) Manager reports to the Country Director and supports the Country Office management by ensuring a team of competent and efficient staff, motivated to work towards the fulfillment of CBM’s objectives. He or she supports the leadership team by putting in place effective structure, processes and systems that will help improve and sustain the efficiency of operations.

The HRA Manager is responsible for the human resources and general administration functions for the Country Office staff in the Philippines by managing the effective recruitment, employee engagement, and compensation and benefit administration processes; and coordinating performance management. He or she is accountable for safety and security management, office maintenance, logistics, travel and visit planning, meeting organization, reception, and general secretarial duties.

We are looking for someone who has knowledge and/or experience in all of the following:

  • Strategic human resource development
  • Labor law
  • BIR regulations relevant to compensation and benefits
  • Recruitment and consultancy management
  • Job analysis and job evaluation
  • Compensation and benefit administration
  • Performance management
  • Development of staff development activities
  • Dispute resolution or grievance management
  • Office and property maintenance
  • Procurement and inventory
  • Event management and travel administration
  • Immigration process for expatriate staff
  • Safety and security management



And we look for someone who is/has:

  • Minimum of three years’ experience in a similar role within a reputable organisation, preferably in the field of international development
  • Effective interpersonal and communication skills
  • Excellent oral and written English communication skills
  • Ability to effectively supervise and lead a team
  • Quality-results oriented
  • Highly organised and self-directed, and comfortable working in a fast-paced environment under minimal supervision
  • Willingness to work under pressure or outside regular business hours, if necessary
  • High level of professionalism, maturity and integrity when dealing with sensitive information
  • Experience working with people with disabilities
