Job Description

Chemonics International Inc., a leading international development consulting firm based in Washington D.C. seeks a consultant for Tax Hackathon Project for the USAID-funded E-PESO Activity based in Makati City, Philippines. The Activity aims to promote a more efficient, transparent and inclusive retail e-payment system.

The Consultant for Tax Hackathon Project is primarily responsible for providing advisory to the Bureau of Internal Revenue (BIR) in organizing a hackathon for BIR’s e-services. He/she will be working with different stakeholders, namely, Information System Group (ISG) and Operations Group (OG) within the BIR, IT organizations, IT companies, educational institutions, among others, which will be determined by Component 1 Lead and/or the Chief of Party (COP). The Consultant will be responsible for ensuring that activities under his/her supervision comply with the prime E-PESO contract and Chemonics policies and procedures, and for day-to-day project management including, research and analysis, implementing partners, and facilitating communication with stakeholder counterparts.

In coordination with Component 1 Lead, the Consultant will communicate with and update the USAID COR on matters related to the tax hackathon work, and to Chemonics’ Project Management Unit (PMU) on matters related to the contract and will undertake or assume responsibility for tasks as specified or delegated by the Chief of Party (COP) or his designee.

Specific responsibilities for the Tax Hackathon Consultant include:

  • Provide inputs to the BIR in the conceptualization and design of the hackathon project.
  • Assist the BIR in identifying the specific areas or challenges to be covered in the hackathon and defining the requirements and/or parameters, e.g., user experience, required data fields, interface with BIR systems, interface with third-party systems, etc.
  • Identify possible partners, namely IT organizations, IT companies, educational institutions, and other government agencies, including the lead partner institution.
  • Closely coordinate with the lead partner institution in holding the hackathon activity from launch, call for participants, marketing campaign, screening of finalists, prototyping, bootcamp and pitching to announcement of winners, and ensure completion of the activities within the set project timeline.

  • Master’s degree, or equivalent in Information Technology, Economics, Business, or related fields. University degree in Computer Science, Information Technology, or related fields with extensive experience in organizing hackathons may be considered.
  • At least 8 years of relevant experience in the information technology industry particularly project management and software development.
  • Experience in working with the IT industry particularly in organizing IT events including hackathons
  • Strong analytical, negotiation and interpersonal skills, with ability to liaise effectively with all types of internal and external stakeholders
  • Excellent oral and written communications skills
